Kyiv is the home of Northline Counsel's Ukrainian practice, operating through Ultra Vires LLC. The office serves as the firm's direct interface with Ukrainian state defense agencies, procurement bodies, and defense-industrial enterprises.
CHARACTER
Kyiv is the operational center of Ukraine's defense-industrial complex and the primary point of contact for international partners supporting the country's defense procurement and industrial rebuilding. Since February 2022, the city has become one of the most consequential locations in global defense procurement — where allied materiel commitments translate into operational capability and where the regulatory, commercial, and logistical architecture of international defense cooperation is negotiated daily.
Northline Counsel's Kyiv presence operates through Ultra Vires LLC (ТОВ “Міжнародна Юридична Компанія “Ультра Вірес”), a Ukrainian-registered legal entity established in 2026 as a joint venture between Ukrainian and Polish principals. The entity is registered for legal services, corporate headquarters management, commercial advisory, and market research — the full scope of activities required to support defense-industrial transactions under Ukrainian law.
The Kyiv office serves as the firm's direct interface with Ukrainian state defense agencies, procurement bodies, and defense-industrial enterprises. It provides on-the-ground commercial and regulatory support for cross-border defense transactions, coordinates with the firm's Rzeszów office on logistics-corridor matters, and advises international clients on the legal and commercial architecture of doing business in Ukraine's defense sector.
Our Kyiv practice is led by Maksym Vasyliuk, who manages the firm’s Ukrainian operations and serves as the primary point of contact for mandates originating in or directed toward Ukraine.
