Kyiv is the home of Northline Counsel's Ukrainian practice. The office leads the firm's Infrastructure & Project Finance, Reconstruction, and Critical Materials disciplines.
CHARACTER
Kyiv in 2026 is operating. Business, law, capital deployment, industrial activity — all continue at a pace that surprises observers who have not visited recently. The city is simultaneously a wartime capital, a reconstruction hub, and an industrial center that has never stopped working through the duration of the conflict. The legal and commercial environment is correspondingly complex, pragmatic, and fast-moving.
For an advisory practice focused on Ukrainian mandates, no other location is a substitute for on-the-ground presence. The reconstruction economy is being negotiated, structured, and built in Kyiv — in ministries, in counterpart meetings, in bilateral frameworks with EU and US officials, in the offices of Ukrainian industrial operators and Western investors alike. Running Ukrainian mandates from outside Kyiv is not equivalent to running them from inside.
Our Kyiv office is led by Maksym Kovalenko, who is admitted to the Ukrainian National Bar Association and combines Ukrainian legal practice with the cross-border transactional depth that reconstruction-era work requires. The office serves Ukrainian clients, coordinates the Ukrainian elements of mandates originating from Warsaw or Atlanta, and maintains the firm’s Ukrainian regulatory interface including SSEC and the relevant ministry-level relationships.

Maksym leads the Ukrainian practice from Kyiv, overseeing reconstruction finance, infrastructure and energy, and critical materials mandates. He is the firm’s senior point of contact for Ukrainian clients and for the Ukrainian regulatory interface on cross-border mandates.
